Measure filter should apply to conditional formatting formulae.

When you apply conditional formatting to a measure, the formula within the conditional formatting is NOT affected by filters applied to that specific measure. However, the conditional formatting formula IS affected by the insight specific filters. This is an inconsistency in the conditional formatting design. The only workaround (other than using the insight specific filter) is to imbed the filter within a re-written formula in the conditional formatting. This is an immense waste of time and leads to more places to manage the same formula. Ticket # reference: 52619
