When is the new plugin going to be available, looking for the filter fix. Is it gong to be a new manifest file?

If you mean by the new plugin version 16.8 (the one with the new Analyzer-like UI), it is already available for cloud users. It will be available for on-prem users soon but we don't have a specific date yet.

And yes, you will need to update the manifest file for the new version.
