very frequent problem that we run into with development within in our DEV and UAT instances is that the data isn't up to date (and the end user is expecting to validate off of live data).  I understand that it's not always desirable to grant certain classes of developer edit rights to all schemata in all environments. 

What I'd like to see if setting up permissions by load plan.  That way our Administrators can set up a vetted load plan and, if they deem it appropriate, can let certain users/groups trigger those loads in in different environments where we may not want to pay to have all of those datasets to have scheduled loads.

EDIT: Another option would be to allow "load schema" rights to users for specific schemas.  This would exist in the same space as "read" and "edit" rights are.
