Restrict users from copying/creating to content folder

Hi, is there a way we can restrict users from creating customs or copies of reports to the content folder but instead into their own user folder? This would help organize reports to where we can see just reports users created in one folder and a folder for internal base report created by dev team.

Yes - i was coming here to say this! I dont want users to have access to the content folder. instead, i would like to create a folder a level down called "teams" or "users" and have then create folders there. Content folder becomes very disorganized!
